Disease Situation

The total number of infected premises remains at eight, with the last case confirmed on 30 September. 

A new 3km Temporary Control Zone was established yesterday near Haywards Heath, West Sussex, after a veterinary inspection failed to rule out foot and mouth disease in sheep.  Test results are awaited.

 Licensing Update

There are no new licences today.

A licence has been issued permitting the resumption of markets for store and breeding animals, to come into effect from 0001 hrs on Thursday 4 October.  Only one of store/breeding sales, prime sales or collecting centre can be held at a location on any given day.  Multiple pick-ups and drop-offs are permitted up to a maximum of three.

Drivers’ Hours

Following representations from industry and the Scottish Government to allow the backlog of animals to be cleared, the UK Department for Transport has today agreed a relaxation of the regulations on drivers’ hours for livestock hauliers, coming into effect on Thursday 4 October.  This is the standard model of derogation as was applied in 2001 and the changes are:

i)      Increase the daily driving hours limit from 9 hours to 10 (currently allowed twice a week)
ii)     Reduce the weekly rest period from 45 hours to 24 hours
iii)    Remove any limit for total weekly and fortnightly driving hours (currently 56 and 90 hours respectively), provided conditions i) and ii) are met.
